KATHRYN  KURTZ, Assistant  Revisor, Legal  and Research  Services                                                               
Division, said SB 259 is a  special revisor's bill. In 2006 there                                                               
was  an effective  date clause  on  an act  that doesn't  reflect                                                               
reality. The  date anticipated that  one plan would  be submitted                                                               
and approved  by the  federal government, and  that is  not quite                                                               
what  happened. Provisions  were submitted  separately, and  some                                                               
were approved and some weren't.  It creates uncertainty about the                                                               
effective date  of the provisions.  This is a  separate reviser's                                                               
bill to clarify that, and  it is presented separately because the                                                               
retroactivity and  effective date clause  are a bit  more complex                                                               
than the issues dealt with in the regular revisor's bill.                                                                       
                                                                                                                                
CHAIR MCGUIRE said she had staff  look it over to make sure there                                                               
weren't any substantive changes.                                                                                                
                                                                                                                                
SENATOR  GREEN  moved  to  report  SB  259  from  committee  with                                                               
individual  recommendations and  attached  fiscal note(s).  There
